• Local Control Accountability Plan

    Beginning this January 2021, the District begins the process of developing along with stakeholders the new 2021-2024 Local Control Accountability Plan (LCAP). Since 2013, California’s education funding process, known as the Local Control Funding Formula (LCFF), generates funding in three tiers. The first tier is a base program where the District receives funding based on its total enrollment. The second tier adds supplemental and concentration funding based on the unduplicated count of students identified as low income, foster youth, and English learner. The third tier is based on either low income, foster youth, or English learner groups that are greater than 55% of the total enrollment. Each District in California must develop an LCAP that aligns resources to programs and services benefiting all students. In addition, LCFF requires the District to identify actions that principally target low income, foster youth, English learners. The LCAP must align its goals to the eight state priorities: Basic Services, Implementation of State Standards, Student Engagement, School Climate, Student Outcomes, Parent Engagement, Course Access, Student Achievement, and Other Student Outcomes.  

    Districts must work together with stakeholders representing teachers, other staff, families, students, community members, bargaining units, and administrators in the development of the plan. Please look for opportunities to provide feedback throught our text and email surveys sent monthly to parents/guardians. Should you have ideas for measurable programs or services to be added to the LCAP please share/email your thoughts with us. We welcome our RUSD community to engage in these feedback opportunities to inform our continued planning.

    Learning Continuity and Attendance Plan 2020-2021

    Senate Bill 98, approved by Governor Newsom on June 29, 2020, made several key changes to accountability requirements for 2020-2021.  These include the establishment of a new requirement – The Learning Continuity and Attendance Plan (LCP) – that must be adopted locally by September 30, 2020. The California Department of Education (CDE) has released the template for the LCP as well as a comparison of this plan to the Local Control Accountability Plan (LCAP) which is postponed until 2021.  COMPARISON BETWEEN LCP AND LCAP HERE.  For more information, please visit the California Department of Education website.

    The Learning Continuity and Attendance Plan is intended to balance the needs of all stakeholders, including educators, parents, students and community members. It memorializes the planning process already underway for the 2020–2021 school year as a result of COVID-19 and includes descriptions of how the District will address gaps in learning; conduct meaningful stakeholder engagement; maintain transparency; address the needs of unduplicated pupils, students with unique needs, and students experiencing homelessness; provide access to necessary devices and connectivity for distance learning; provide resources and supports to address student and staff mental health and social emotional well-being; and continue to provide meals for students.

    We thank our parents and community for participating in the ThoughtExchange process and for participating in the variety of TaskForce opportunities over the summer. We welcome you to engage in the opportunities below to inform our continued planning. On September 12, 2020 the draft LCP will be available for viewing and comment prior to the adoption hearing on September 22, 2020.
