Senate Bill 98, approved by Governor Newsom on June 29, 2020, made several key changes to accountability requirements for 2020-2021. These include the establishment of a new requirement – The Learning Continuity and Attendance Plan (LCP) – that must be adopted locally by September 30, 2020. The California Department of Education (CDE) has released the template for the LCP as well as a comparison of this plan to the Local Control Accountability Plan (LCAP) which is postponed until 2021. The Learning Continuity and Attendance Plan is intended to balance the needs of all stakeholders, including educators, parents, students and community members. It memorializes the planning process already underway for the 2020–2021 school year as a result of COVID-19 and includes descriptions of how the District will address gaps in learning; conduct meaningful stakeholder engagement; maintain transparency; address the needs of unduplicated pupils, students with unique needs, and students experiencing homelessness; provide access to necessary devices and connectivity for distance learning; provide resources and supports to address student and staff mental health and social emotional well-being; and continue to provide meals for students.
We thank our parents and community for participating in the ThoughtExchange process and for participating in the variety of TaskForce oporutnities over the summer. We welcome you to engage in the opportunities below to inform our continued planning. On September 12, 2020 the draft LCP will be available for viewing and comment prior to the adoption hearing on September 22, 2020. For individuals without means to access the virtual documents, the draft RUSD LCP may be viewed in hard copy at the District Office at 20 W. Lugonia Ave., Redlands, CA 92374, at Beattie Middle School, Clement Middle School, Cope Middle School, and Moore Middle School.
