New Health Education Framework
Good Evening Redlands USD Families,
(This message is a point of clarification to our families.)
In a recent decision, the State Board of Education (SBE) adopted a new Health Education Framework. This new Health Education Framework is a “guidance document” to utilize in implementing Health curriculum in public education. This framework does not mandate what should/should not be taught, but it does provide guidance to teachers in using inclusive classroom language to make all students feel comfortable at school and providing a safe and healthy learning environment. RUSD has not adopted a K-8 Health curriculum and we are not required to implement this new framework.
The District is mandated, however, to teach Comprehensive Sexual Health and HIV Prevention Education, per AB329/California Healthy Youth Act. This mandate was adopted in January 2016 and Redlands USD will provide this instruction in 7th and 9th grade PE classes only. A parent advisory committee is currently reviewing the curriculum being considered, and a recommendation will be submitted to the Board of Education based on the outcome of the committee’s work. Parents will have the right to view the instructional materials, as well as opt their child out of receiving this instruction. In addition, the guidance specifically addresses teaching age-appropriate content, giving RUSD the flexibility to have the majority of the curriculum taught in the 9th grade.
Several of our sites will continue to offer instruction in 5th grade on how our bodies change as adolescence approaches. This instruction is provided through the P&G School Programs “Always Changing and Growing Up” Boy/Girl video on hygiene and body development. Again, parents will have the right to view the instructional materials, as well as opt their child out of receiving this instruction.
I hope this answers questions you may have regarding the Health Education Framework guidance document and the California Healthy Youth Act (AB 329).
